About Prison

The Eastern Regional Jail and Corrections Facility is a local-level jail facility that is located in Martinsburg, which is in the eastern panhandle region of West Virginia. It services Berkeley, Jefferson, and Morgan counties.

The West Virginia Division of Corrections and Rehabilitation is in charge of all of the local jail facilities in the state of West Virginia. These programs include parenting classes, anger management, domestic violence prevention and intervention classes, and alcohol and/or substance abuse treatment classes. Not all inmates who are incarcerated will have time to complete some of the programs, however West Virginia puts an emphasis on rehabilitation and provides incentives for longer-term inmates to complete the programs. Inmates serving sentences that are six months or longer in length get “good time” credit for completing the programs; they can get up to five days of good time for each program completed, for a maximum of 30 days. The programming is not free; there is a $25.00 fee per class on enrollment, but inmates who are unable to pay can still enroll in the class. They will just be required to pay if the money becomes available in their inmate account.

Throughout the West Virginia Division of Corrections and Rehabilitation, the inmates are all allowed to receive and send mail. They have a uniform set of rules that apply to mail in all of these different jail facilities. Violation of the rules can not only result in mail not being delivered, but also subject you to prosecution.

Appropriate addressing is important for jail mail; this is for both the sender and the receiver. All mail sent to an inmate needs to have the inmates’ full name on it; do not use nicknames or aliases. In addition, inmates cannot receive Polaroid or Polaroid-type photos; the removable backing could be used to smuggle contraband and the rigid edges could be used to help create a weapon.

Other items that the jail may consider contraband include: nicotine containing products like cigarettes, alcohol, illegal drugs, prescription drugs, over the counter medications, weapons, gang-related materials, wire, materials promoting crime, jail schedules, plastic, wood, materials that are inflammatory, batteries, materials that are biased against race, cloth, materials that are biased against religious orientation, cloth or escape plans.

To send books or other printed materials, like magazines or newspapers, to an inmate, you have to send them through the publisher or an authorized book seller. In addition, the materials generally must be new and must be in a softcover format.
